Celine was born October 18, 1813, to Jacob Washington and Matilda (Buford) White. She was 16 years old when her father died, leaving Matilda with 9 children to look after. Celine was the eldest child. Matilda had some assistance from her father-in-law, and was in possession of 7 slaves. Celine met Fountain Hawkins and married him on April 18,1831. George W. Hawkins, possibly her brother-in-law, posted security for the couple. Celine gave birth to 9 children. Her last son was born on May 20, 1852. Celine is not recorded in the 1860 census, so it is presumed she died sometime after the birth of Spotswood.
