Noel Speir Cook, Cumberland and Frostburg attorney, yesterday filed his certificate of candidacy for the House of Delegates, subject to the Republican primary, June 24. Cook was born at Frostburg, a son of the late Robert H. and Minnie Speir Cook. His father worked in and around the coal mines at Frostburg during his lifetime and on his mother's side he is descended from the Speir family, among the early Scotch settlers of Lonaconing and long prominent in business in this county. He was graduated from Beall high school in 1922 and from Frostburg State Teacher's college in 1924, where he distinguished himself in athletics and public speaking. He taught school for a short time in Carroll county, leaving there to work for the Cclanese corporation in Cumberland. Cook entered the University of Maryland and was graduated from its law school In 1930, having attended night classes while working in the daytime as assistant to the treasurer of the Fidelity and Deposit Company. He was an honor graduate of the university, having won the most coveted prize that the law school offered. The same year he was admitted to practice and associated himself with the Baltimore law firm of Keech, Carman, Tucker and Anderson. In 1934 he returned to Frostburg to resume his practice in this county. He resides with his wife in Fi-ostburg and has law offices in both Froslburg and Cumberland. He is a former city attorney for the Town of Lonaconing: an associate member of the advisory board, and a re-employment committeeman of Draft Board No. 4. The Cumberland Sunday Times, June 16, 1946
